CONCORDE HOTEL, KUALA LUMPUR - The importance of the joint-venture between Jalur Lebar Nasional Sdn Bhd (Jalenas) and Maipu (Sichuan) Communication Technology Co Ltd to work on highspeed broadband facilities in the country, is beyond the project itself.

It is expected that via the project, could also help to further strengthen ties between Pahang and the Sichuan Province, and to a larger extent, between Malaysia and the People's Republic of China.

This has been the gist of the Chief Minister of Pahang, Dato' Sri Adnan Yaakob's 10-minute off-the-cuff speech at the signing of Memorandum of Understanding between Jalenas and Maipu here, on Monday, 26 April.

Dato' Sri Adnan's counterpart, the Governor of Sichuan Province, Encik Jiang Jufeng who took a long-haul flight from Chengdu - the capital city of Sichuan to Kuala Lumpur, was also present at the ceremony.

"... later on in a long way, (the project could also) help strengthen relationship between not only between Pahang, Malaysia and Sichuan, but also on the whole between Malaysia and China," Dato' Sri Adnan was quoted as saying.


TIES SINCE 'HUNDREDS AND HUNDREDS OF YEARS AGO'

In his speech, the Chief Minister recollected how ties between Malaysia and the People's Republic of China has been on since 'hundreds and hundreds of years ago' when Malaysia was still known as the Malay Peninsular.

The ties then entered a new chapter when in 1974 said Dato' Sri Adnan, Malaysia's second prime minister, Tun Abdul Razak Hussein visited the republic and met its leader, Chairman Mao Tse Tung.

"And last year, our present Prime Minister Dato' Sri Najib Tun Razak, made a trip to China and had what we called the Joint Action Plan on China-Malaysia Strategic Cooperation, signed.

"Today, the State Government of Pahang through its subsidiary, Pahang Technology Resources (PTR) that owned Jalur Lebar Nasional Sdn Bhd (Jalenas); is also taking into the footstep of our Prime Minister in trying to establish closer relationship with China and this time through Maipu Communication Technology Co Ltd," he said.

Dato' Sri Adnan then indicated how great importance this JV project is that the Chief Minister gave his assurance that the Pahang State Government will go all out in giving strong backings to this JV effort.


SLAP ON THE FACE

So important this JV project is that he declared to the attentive audience at the ceremony, "If this joint venture fails, it will be a slap on the face to the State Government of Pahang".

"But of course, certainly, not to the extent that the Chief Minister has to resign," he quickly said in jest to the amusement and roars of laughter among the crowd.

"But I will have to confine myself to a room in my house for 40 days without going out," he added, which was followed by laughter again from the floor.

"That is the high price and the stake that I am putting at this joint venture. I only pray and hope that this joint venture will bear fruit - beneficial to both of us," he said in a serious tone.

Earlier in his speech, Dato' Sri Adnan thanked Encik Jiang for being able to be present at the event. Also present were Sichuan's Secretary General, Encik Yu Wei; and the province's Director of Foreign Affairs, Encik Cui Zhiwei, and Director of Commerce, Encik Xie Kaihua.

ALLAYING PUBLIC FEARS

Others also present were Pahang State Executive Councillor who is also Chairman of Jalenas, Dato' Mohd Sharkar Shamsuddin; Pahang State Economic Planning Unit, Dato' Mahadiah Mohamad; and Chief Excutive Officer of Pahang State Development Corporation, Dato' Lias Mohd Noor.

Those present too were Executive Director of Jalenas, Encik Heikal Mohd Ali; Vice President of Maipu, Encik Jack Wang Jun; and Chief Executive Officer of Jalenas, Encik Rupert Graves.

Elaborating further at a media conference later, the Chief Minister said, "This event showed that the cooperation between Pahang and one of the Chinese provinces that is Sichuan, will go a long way to cement relationship between Malaysia and China".

"So, hopefully this partnership will prove to be a very strategic one which will give a win-win situation to both parties".

Dato' Sri Adnan then allayed fears that the emergence of Jalenas and now Maipu in the development of highspeed broadband in the country would harm other players who are also involve in the same commercial segment.


KNOCKING NOBODY OUT

"I think the market is still there, is still open and everybody will have to compete. And Jalenas, like any other business concern, will also compete in the open market.

"We are not here to knock out anybody out of the system. No. We are here to compete as any other private companies. So, nobody needs to worry about the coming in of Jalenas and Maipu," he added.

A PART OF THE ATTENDEES...

As for the background, the JV between Jalenas and Maipu among others will result in Maipu providing high technology products, services and finance to Jalenas that has set itself to install 2.5 million high speed broadband (HSBB) connections throughout Malaysia within this five-year period.

This will get started the Kuantan City network - a plan to allow Kuantan to emerge as the first town in Malaysia to utilise the HSBB infrastructure with open access.

With the MoU too, Maipu will commence work which includes assigning of a dedicated engineering team to accelerate the Kuantan network deployment and will continue their task on the next Jalenas City network that has been set to be in Johor Bahru.


BACKGROUNDER

Maipu was established in 1993 and presently is a leading high-tech enterprise in the People's Republic of China focusing on the research, development and marketing of data communication, network and security equipments.

Besides more than 40 branch offices set-up by Maipu in the republic, Maipu also has more than 60 strategic partners such as the one it entered with Jalenas; around the world.

And since 2001, Maipu has since became the largest supplier integrated D.D.N (Data Direct Network) and enterprise-class I.P (Internet Protocol) equipment; and the second largest router supplier and the only company the People's Republic of China qualified to provide IPsec VPN (Internet Protocol security Virtual Private Networks).

In addition to that, Maipu's products are said to be successfully deployed in south and southeast Asia, South America and eastern Europe, and also the preferred vendor of B.C.A (Broadcast Agent) and B.N.I (Broadband Network Interface).

Comparatively, Pahang and Sichuan are way far apart in not only with regards to land size but also of their populace.

SICHUAN IS 13 TIMES LARGER THAN PAHANG

While Pahang covers an area of 3.6 million hectares and having a population of about 1.48 million people; Sichuan on the other hand, has a size of 48.5 million hectares with 87.25 million people.

These are more than 13 times bigger than our own state of Pahang's land area, and 59 times larger than the state's population! - DM

With the greatest of respect, when we write in English, the word Encik should
not be used to address our foreign guests. The correct word should be Mr. for
men and Mdm for women.
