QUALITY MANAGEMENT STRUCTURE

The administration of the Pahang State Government has set up a Quality Management Structure in accordance with the requirements of the Public Administration Development Circular No. 1 Year 1992, Total Quality Management (TQM) Guidelines for Public Service. The Pahang State Government has formulated the State Quality Management Structure as follows:-

a.Quality and Productivity Steering Committee

Functions as follows :-

  • To plan programmes and activities to improve quality and productivity;
  • To determine policies and implement strategies to achieve the quality objectives;
  • To coordinate and detect quality improvement efforts through the implementation of programmes and activities that complies with the quality standards set.

b.Coordinating and Task Force Committee

Functions as follows :-

  • To implement programmes and activities to improve quality and productivity;
  • To implement policies and strategies to achieve the quality objectives according to the normal duration stipulated and comply with quality standards;
  • To implement detection and problem solving actions to ensure the retention of the quality policy;
  • To conduct guidance and training programmes in establishing  efficiency and effectiveness in implementing planned programmes and activities each year;
  • To undertake efforts to strengthen confidence in the members of the Office in addressing the requirements of the Client Charter.

c.Task Force

To realise the implementation of total quality management, the State Government Administration has established four (4) Task Forces.

The Task Forces established are responsible for the implementation of quality programmes and activities, namely: -

i.Team 1 (Human Resource Management/Training)

Functions as follows :-

  • To implement programmes and activities to improve the quality and productivity of resource management to the optimum, encompassing human resources and manage activities to strengthen resource development.
  • To execute set techniques to achieve quality in accordance with the normal prescribed time and in compliance with quality standards.

ii.Team 2 (Creating Positive Values and Excellent Working Culture)

Functions as follows :-

  • To implement programmes and activities to improve the quality and productivity based on positive excellent work culture and values.
  • To execute set techniques to achieve quality in accordance with the normal prescribed time and in compliance with quality standards.
  • To implement detection and problem solving action to ensure the creation of positive values and excellent work culture.
  • To conduct guidance and training programmes in establishing efficiency and effectiveness in implementing programmes and activities to systematically create positive excellent work culture and values each year.

iii.Team 3 (Information Management)

Functions as follows :-

  • To implement programmes and activities to improve the quality and productivity of development as well as effective information management;
  • To execute set techniques to achieve quality in accordance with the normal prescribed time and in compliance with quality standards.
  • To implement detection and problem solving action to ensure effective information retention;
  • To implement guidance and training programmes in establishing efficiency and effectiveness of information systematically each year.

iv.Team 4 (System and Work Process Development)

Functions as follows :-

  • To implement programmes and activities relevant to system development.

  • To implement programmes and activities relevant to work processes development.

  • To provides control mechanisms to systems and work processes.
